I’ve never used Paint Shop Pro but have heard it’s almost or as good as Photoshop, just a different animal so to say. It would be interesting to try. Adobe certainly seems to dominate the market though.
I have a couple of old versions. I don’t get along with Paint Shop Pro as easily as I feel is necessary for effective editing. The last time I used it, I needed to get a photo into a specific format for inclusion in a Word Perfect 12 document and it is the only package I know of that does that format. Photoshop Elements is in the same class but works better for me, for what I want editing software to do. Photoshop CS5 has a better version of Camera Raw than Elements, and it can do editing in 16 bit mode that Elements restricts to 8 bit mode, so there is a lot more power in the full package. CS6 is out, but CS5 is meeting my current needs so I have not bothered to upgrade yet.
